Job Description
INTRODUCTION:
This U.S. Department of Labor (DOL) position is located in the Office of the Assistant Secretary for Administration and Management, Center for Program Planning and Results, Office of Program Planning. The incumbent makes substantial contributions to the comprehensive short and long-range planning for the strategic and performance planning program, including policy formulation and procedural guidance. Provides recommendations, which contribute significantly to the final decision-making process, on how resources are to be used for particular projects, and the control measures needed to ensure project completion. This is the full performance level. This position is exempt under the Fair Labor Standards Act.
MAJOR DUTIES AND RESPONSIBILITIES:

Independently, and with broad latitude, plans and conducts complex strategic and performance planning projects of major significance related to performance measurement.

The incumbent’s responsibilities include developing new and analyzing existing quantitative performance measures that gauge and report progress toward the achievement of outcome goals for DOL programs. As such, the incumbent plays an important roll in the Department’s compliance with the Government Performance and Results Act (GPRA) and Office of Management and Budget requirements for GPRA implementation and associated activities.

The incumbent conceptualizes and defines the requirements and procedures necessary for the Department and its constituent agencies to meet GPRA, OMB and Departmental criteria for an effective program of strategic and performance planning.

The incumbent determines the factors to be considered in the formulation of Departmental policies and guidance related to the development of five year strategic plans and annual performance plans for the Department and its agencies. In doing so, incumbent analyzes and interprets studies and reports from experts in the field of strategic and performance planning; makes presentations of findings and conclusions to higher-level policy-making and management officials, and provides expert advice and expertise in the areas studied.

Works with program officials in developing strategic goals, performance goals and performance measures assuring close linkage of the Departmental planning, policy, and budget formulation and presentation processes.

Factor 1: Knowledge Required by the Position – FL 1-8; 1550 Pts.
Expert knowledge of analytical and evaluative methods plus an understanding of how programs measure and evaluate program accomplishments. Expert knowledge of quantitative and qualitative methods and techniques to design and conduct comprehensive management studies for the assessment and improvement of moderately complex management processes and systems.
Ability to communicate orally in order to provide guidance and coordination.
Factor 2: Supervisory Controls – FL 2-5; 650 Pts.
Serves under the general policy and administrative direction of the Director, Office of Program Planning. Incumbent is expected to exercise a high degree of initiative, ingenuity, and independence in planning and managing projects, in providing representation for the Center, and in developing and fostering effective working relationships throughout the Department and with contractors. Work is reviewed for conformance with broad policy and objectives and contributions to CPPR operations.
Factor 3: Guidelines – FL 3-5; 650 Pts.
Guidelines consist of evolving Federal and Departmental policy, mandates, regulations, and executive orders. The employee interprets broad guidance in relation to the administration of the Center and other management support services provided. The employee must exercise initiative, resourcefulness, and experienced judgment interpreting and applying guides, as well as in developing and implementing solutions to problems that are frequently outside of the scope of the current written guidelines.
Factor 4: Complexity – FL 4-5; 325 Pts.
The work consists of projects and studies that require analysis of interrelated issues of effectiveness, efficiency, and productivity of Departmental programs. Typical assignments require developing detailed plans, goals and objectives for long‑range implementation and administration of the program as well as the necessary guidelines to review the effectiveness of the existing program. Difficulty is encountered due to conflicting program goals and objectives and variations in the demand for program services. Options, recommendations and conclusions developed recognize uncertainties regarding the data and other variables affecting long‑range program performance.
Factor 5: Scope and Effect — FL 5-5:325 Pts.
The purpose of the work is to evaluate the productivity, effectiveness, and efficiency of assigned programs that fall under the mission responsibility of the Office. The work involves identifying and developing ways to resolve problems or issues that directly affect the accomplishment of principal program goals and objectives. The recommendations result in significant changes in major aspects of the Department’s operations and substantially affect quality of services provided.
Factor 6: Personal Contacts — FL 6-3 60 Pts.
Contacts are with management officials and staff at all levels within the Department, with other Federal agencies, and contractors, representing the Director.
Factor 7: Purpose of Contacts — FL 73 120 Pts,
Contacts are to interpret and explain policies and procedures, exchange technical information, coordinate and advise on work efforts, and negotiate issues related to the assigned work. The employee must be skillful to obtain the desired effect and results such as obtaining compliance within internal Center rules, Department policies, and procedures and contract requirements through persuasion.
