Harold Mowl

Superintendent and CEO Rochester School for the Deaf

Harold Mowl has more than 40 years of experience in the field of education of deaf students. From 1968 to 1990, he worked at the Western Pennsylvania School for the Deaf in Edgewood, the largest comprehensive center for deaf education in the state. In addition to serving as administrative principal, he also was dean of students, classroom teacher, and houseparent.

In 1990, he became superintendent of the Rochester School for the Deaf, which serves about 200 deaf and hard-of-hearing students and clients from central and western New York through its educational and outreach programs and services.

Dr. Mowl is chairperson of the New York State 4201 Schools Association and a member of the Rochester Rotary Club. He is past president of the Conference of Educational Administrators of Schools and Programs for the Deaf, Inc. and has served on the boards of the Health Association and United Way of Greater Rochester. 

Currently, he is a member of the Board of Trustees at the Western Pennsylvania School for the Deaf, the chair of the Board of Directors of Discovering Deaf Worlds, and the National Advisory Group representative to the RIT Board of Trustees.

Dr. Mowl has a bachelor’s degree in mathematics from Bethany College, a master’s degree in education of the deaf, and a Ph.D. in special education from the University of Pittsburgh.
