Jim DeCaro has been at NTID since 1971. He holds a B.S. and M.S. in Civil Engineering and a Ph.D. in Instructional Technology. He was the first faculty member in NTID's Civil Engineering Technology Program. Since that time he has served NTID as a staff chairperson, instructional developer, department chair and division director. From 1985 to 1998, Jim was dean for NTID, serving as NTID's interim director in 1995 and 1996 as well. Jim joined the Department of Research in 1998 after returning from Sweden where he was a Senior Fulbright Scholar at ¡Ârebro University. Jim's research interests include career education and attitudes toward careers for people who are deaf.

Jim is currently on assignment in the Office of the RIT Vice President for NTID where he is the director and principal investigator of the Postsecondary Education Network International (PEN-International). PEN-International is a first-of-its-kind effort to establish a world wide postsecondary education network. The Nippon Foundation of Japan is partnering with the National Technical Institute for the Deaf (NTID) at Rochester Institute of Technology (RIT) and Japan's Tsukuba College of Technology (TCT) to establish the network. The Nippon Foundation awarded NTID $911,700 to underwrite the first year of a five-year $6.17 million project, the Postsecondary Education Network International. It is anticipated that this is the first step in a multi-year partnership with The Nippon Foundation to technologically link universities around the world that serve deaf and hard of hearing people.
